The proposal would address compensation, Title IX and diminishing the influence of collectives. But it doesn't address the past, or the active lawsuits, so it is limited.

NCAA president Charlie Baker with a new proposal to compensate student-athletes directly. Interesting.
Obviously advised and vetted by lawyers, he's trying to preemptively strike against the circling antitrust lawsuits, while also snuffing out the 'collectives' problem as well.
