Today, Matt Haney, in conjunction with Bay Area Council and Salvation Army SF, introduced Assembly Bill 2479 (AB2479) to amend current housing first policy in California to allow for up to 25% of HF funds to be used for recovery housing.

My hot take on how municipal finance should work is that if cities got allocated funding based on the income tax of residents it would create a powerful fiscal incentive for cities to make themselves places people want to live rather than just places people work in and visit
