While the House considers doubling the SALT cap for married filers in 2023, we have estimated the cost of various SALT adjustments starting in 2024. Their long-term cost would depend on whether lawmakers extend other TCJA provisions beyond 2025.

We estimate that H.R. 7160 - which would retroactively raise the SALT cap for 2023 from $10,000 to $20,000 for joint filers making less than $500,000 - would reduce revenues by $12 billion. All of the revenue loss would occur in fiscal year 2024.
