The testing approach to H5N1 in cattle (in the link) needs to change substantially. USDA APHIS may be doing what it can now with minimal resources, but testing needs to expand, get simpler, more available and transparent.

National authorities and industry leaders should consider if it is possible to limit close contacts between swine, high risk dairy cattle, high risk poultry producers, and at risk humans working in those industries. They should consider mitigating a major reassortment event.
