The legal goalposts have not, as some Norfolk County Council councillors suggest, been moved. NCC has been advised of the bats for 10 years.

I've been up in the Hull area this week, and caught a glimpse of the most northerly chalk stream in the UK. Flowing through a mostly arable landscape, yet gin-clear with beds of stream water-crowfoot. A testament to good land-management. It can be done.
