Adams Between the businesses whining about it and the incessant focus on parking by Downtown Halifax Business Commission (DHBC) & Spring Garden Area BIDs, it's a wonder that anyone even bothers. Parking is a non issue, but they want us to believe it's a huge one, while shooting themselves in the foot.
