Are universities helpless to avoid controversy?

I've had a few people make this argument to me 'we have enough homes nationally'.

Putting aside whether this is true... who in Bristol are you going to allocate to go and live in Saltcoats, Blyth or Grimsby? Because I'm betting its not you.
