First, let's start with the lack of will. There is ample evidence that state bar authorities simply do not want to deal with prosecutorial misconduct.
Recent efforts by Cynthia godsoe Daniel Medwed Justin Murray and others have highlighted this problem

I’m looking forward to working with editors of Southern California Law Review to publish “After McCleskey.” Drawing on archival materials and interviews, the article revisits abolitionist efforts to resist SCOTUS decisions perceived to be unjust—in this case, on matters of racial justice.
This originated from a SEALS workshop I put together in 2020 with a bunch of criminal law ethicists, then really came together through Justin Murray's efforts to find the group a symposium home. I feel so lucky to get to worth with him to bring this to you all next month!
Just submitted a draft of our (Jennifer J. Carroll, not that kind of doctor & Morgan Godvin) article “Drug Induced Homicide Laws and False Beliefs about Drug Distributors: Three Myths that Are Leaving Prosecutors Misinformed” forthcoming in ACLR. S/o to Justin Murray & Maybell Romero for the symposium organizing!
