Short version: The proposals are mostly sensible, with the caveat that even “good government” changes to IDR can sometimes backfire since the underlying structure of IDR is so ill-conceived.

Recently, I’ve had several conversations about why MACRA’s advanced APM (AAPM) bonus is needed. If AAPMs save money, shouldn’t letting participants share in the savings be enough to lure them in?

Short answer: No, given challenges in setting benchmarks.
