Starting last fall, Minnesota became first state in the country to help cover full cost of attendance at in-state colleges. In total, the grant program has awarded over $2 million to more than 450 fosters so far.

College is a significant cost for anyone, but especially for those who have been in foster care. For students like Travis Matthews, the cost was $40,000 in student loan debt.

But Minnesota is helping him pay for college with a new grant program.
