Yes students need rules, but even more so they need routines, boundaries, high expectations, and responsibilities. The first doesn't require relationships just enforcement, but the rest depend on a strong relationship to be effective.

Whenever I do initial self-assessments, I have at least a few students--usually women--say that they hesitate to speak in class for fear of sounding unintelligent or uninformed. This breaks my heart. They've been told that learning is about knowing. It's not. It is about asking.
