The NFL said it today reinstated the Commanders’ Shaka Toney and free agents Rashod Berry, Quintez Cephus, C.J. Moore and Demetrius Taylor. They were suspended last season for violating the NFL’s gambling policy and now may participate in all team activities or sign with teams.
