Great to see City of Toronto approve much needed updates to RentSafeTO, but we remain concerned by the program’s limited impact & scope, incl. minimal accountability for landlords, limited opportunities for renter input & insufficient monitoring of the program’s implementation.

Encampments in Toronto have more than doubled since last spring, per city hall data. However, data may not fully capture the issue, as some tents remain hidden or uncounted. Despite limitations in data, the trend is clear: homelessness is intensifying.

While we were glad to see these updates to the program, a more effective approach would be a stronger, more responsive, robust landlord licensing system.

We're eager to see how this rolls out and if tenants notice improvements.
