Item 8.8: There was discussion around the proposed Road Levy Bylaw. Some challenges in the public engagement sessions must be considered. Locations would be in areas with private road associations. Council asked staff to bring the draft bylaw to a future meeting.

Item 8.7: The request for a one time reduction of 70% to the water utility rate was approved by the UARB. Staff are preparing the reduced bills for the upcoming billing cycle. The UARB felt the Utility’s response to the damage to the equipment was a reasonable response.

Item 8.3: Discussion around the proposed changes to the Area Rate Policy was had and Council asked questions. Staff will bring back additional information regarding area rates & best practices from other municipalities for the Area Rate Policy to the next Council meeting.

Item 7.6: Council rejected all tenders for Proposal NO. PW11-2023-2024 October 2023. One proposal was received for replacement equipment & upgrades for a new ultraviolet disinfection system for the South Queens Wastewater Treatment Facility. Proposal was 40% more than budgeted.

Item 7.4: Up to $120,000 plus HST was approved by Council to fund Region of Queens Municipality’s Intervenor work related to Kelly Cove’s ARC application for Liverpool Bay from the unbudgeted expenditure being funded from special operating reserve.

Item 7.3: The motion regarding a development agreement: New Fixed Roof Overnight Accommodation in South Brookfield was tabled due to possibility of species at risk being on the property. Once due diligence is undertaken, the development agreement will come back for decision.
