1. Federal facilities whenever a meaningless CDC metric is triggered for a given county.

2. Airplanes/mass transit (long blocked in court but under appeal).

Extraordinary statement. Decarbonizing. De-linking supply chains. Building up military force to counter Russia. Seems like some tension between these goals.
