If you’re earning more than 250k a year in capital gains regularly that isn’t on your primary residence you are not middle class.

Whether you prefer higher taxes or lower, changing the capital gains inclusion rate made good sense. A missed opportunity to lower other taxes to compensate, however.

I agree w/ Trevor Tombe, having had the benefit of his number-crunching, that a 2/3 incl. rate more nearly equalizes the cap gains tax with taxes on dividends, interest & wages, and is thus a Good Thing. I’d have preferred it had been done as part of a broader tax reform however.
