The PM did not just stand by his man, he batted for him and let the Government do the same. What Cummings did is quite minor; the problem here has been the disproportionate and unnecessary official/semi-official response. Smacks of poor judgement.

I don’t think there are such “rules”. Conflation with guidance must’ve been intentional: he wants to suggest the rule is “stay apart” not “stay in”.
