Why has it been so hard to say this?

This is v good news. The new building code stops new builds & refurbs replacing separate male/female facilities with 'gender neutral'.

Providing a unisex option in addition is allowed.

Clear signage and policies are crucial.

None of this is hard: it's common-sense.
