The UK did receive funding from the EEC before the formation of the EU. The EEC provided financial support to member states through various programs & initiatives aimed at promoting economic devlopment, infrastructure projects, and agricultural subsidies.

'borrowing' is a choice not a necessity.
A deficit is untaxed public spending. Its money in people's pockets, spending on infrastructure, investment in health education green energy housing etc. What's the problem?
