Well, Tory MPs were warned. And NB (and I’m sure John McTernan knows) that REULA 2023 is only the start of it: much post-Brexit legislation in eg agriculture, trade, medicines gives huge powers to Ministers to set policy and rules within a skeletal framework.

The government will have to decide that approx 99% of 2023 and 2024 arrivals are exempt from the duty to remove (having promised to remove 100% of those who arrived after 7th March 2023). You can see why they would like to avoid a pre-election decision if they possibly could
