Which is, arguably, not the same as impossible. But it will likely mean concessions and difficult negotiations with the opposition parties - Socialists and far-right Chega.

The deadlock was eventually broken with an agreement between the ruling party and the opposition, something which is unlikely to be repeated in October. 'Practically impossible' is what the opposition says about the chances of them backing the budget.
