- Voter Outreach
- Party Infrastructure
- Community issues (Public opinion)
- Registering Republican voters
- Ensure voters submit ballots
- Kick out useless Incumbents

Precinct vacancies exist across all 50 states. 1000s of County GOPs do not want to fill them, because RINOs then wont be able keep establishment in office if they fill vacancies with voters who want to kick useless politicians out of office. The precinct is the key to the power.
