It's not surprising that testing is running into issues as SARS-CoV-2 transmission is increasing, because a gradually expanding testing capacity is competing with an exponentially growing epidemic. If transmission isn't slowed down, it's inevitable will lose track of cases.

Early in the pandemic, there were clear signals from China and Italy about impact of uncontrolled COVID-19 transmission. Now there are signals from multiple countries about what happens if measures are substantially relaxed. It would be profoundly naive to ignore them.

In summary: a combination of isolation, tracing and some setting-specific physical distancing may enable control of COVID-19 with less disruption. Designing distancing measures to target hard-to-trace interactions could also enhance relative effectiveness of tracing. 13/

They are not saying it's wrong. Or that it will never be shown. They are saying we all need to be really careful how we interpret this.
