Seems like the shift is from “resolutely oppose” to “resolutely fight against,” definitely ratcheting up a bit but not a dramatic departure, ie, not 打仗.

I could only find one previous use of the phrase, a Feb 2022 PRC MOD press conference (but “X” won’t let me post the link)
