The offer was made as political cover by the Netanyahu government to stunt criticism from hostage families. They have been pushing for active Israeli offers. There was zero chance it would be accepted. The trouble is, it makes Hamas think Israel is desperate to end the war.

Putting it that way, I don't think its plausible that 80% of Hamas fighters in Gaza were killed or wounded, while Hamas is still putting up a relatively sustained defense.
So this article argues that Israel's war on Gaza hasn't been 'particularly destructive', yet concedes that the civilian-combatant ratio was worse than in Syria or Bosnia. Can't make this up.
