Interesting question, this. Via our Supreme Court's decision in Anuj Garg, Justice Ginsburg's strict scrutiny standard applies to 'beneficial legislation' passed under Art 15 of the Constitution of India. In Garg, differentiation was b/w genders, in NALSA also b/w sexualities.

Julian Davis Mortenson I can’t speak to the Leonard Law point but as a USC affiliate, and one who was not happy with this pick of valedictorian, the ‘were scared of violence’ justification really upsets me.
