Mandated treatment could save his life. In CA, Prop 47 decimated drug courts by effectively eliminating accountability & incentives for treatment. Since then, homelessness has increased 51% in CA while it decreased 11% in the rest of the US.

Today’s Assembly press conference on the “The California Retail Theft Reduction Act” legislative package was supposedly to address the huge increase in retail theft. It was very disappointing.

The proposed legislative response was primarily focused on organized retail theft.

The theft laws in CA are so weak that brazen criminals steal right in front of store security. Meanwhile, consumers suffer higher prices and stores are forced to close due to crime. Progressive reforms (Prop 47) went too far.

Two things are true about the retail theft crisis in CA.
1) Too many thieves steal with brazen impunity because of weak state laws (Prop 47) that fail to deter recidivists through enhanced consequences;
2) Enhanced collaboration between retailers and DAs directly can help

In-N-Out just closed its only location in Oakland due to crime. Meanwhile, CA has the highest unemployment rate in the nation. CA also leads the nation in homelessness and retail theft.  It’s all connected.

With all due respect, I’ve read dozens of studies written by some professor, sitting behind some desk, at some university, using incomplete data claiming Proposition 47 had no impact on increased criminal activity.
