This is the first time the House has agreed to a motion to recommit since it amended the rule to prohibit such motions from containing instructions. This motion does not effect an amendment; it is essentially a rejection of the bill in its current form.

A bill to strengthen CBO's ability to access executive information is on the House floor this week and a bill to strengthen CRS's ability to do the same was just favorably reported by Committee on House Admn. Democrats House Admin. Committee GOP. This is all great news for Congress.
