This was unacceptable. I’ve seen some brilliant work from Manchester police on homelessness, so hope this is an isolated incident.

People rough sleeping are subject to the very worst of abuse and need protection from the police, not this.

This is heartbreaking and must serve as a call to arms.

Political will is the block. It must be overcome.
