Yesterday, the world voted to form a UN-mandated humanitarian institution for Syria with two goals: determining the fate of the disappeared and supporting the families of the victims. This is a huge victory, which now poses a new question: How to fulfill that promise?

Supporting Syria's northern region was important before the earthquake, but even more compelling now. After all, these are the areas Syrians flee to.
