For Insult of persons §185 StGB gesetze-im-internet.de/englisch_stgb/… (and gossip in §186) there is normally a fine, rarely ever jail. This also holds for a group, eg. if I call a group of policemen 'bastards'.

On the other hand there is §130 'incitement of masses'

There are as always grey zones which depend on the context and have then to be clarified by court. So you can't generally say that 'rat' will be treated as an insult. It depends.
