NEW: House takes key procedural step, to move ahead to debate on bills including aid for Israel, Ukraine and Taiwan. Vote on the rule was 316-94. The House plans to vote on the legislation on Saturday.

House Speaker Mike Johnson is proposing separating several foreign aid bills. He's now calling for the House to take up four bills for Israel, Ukraine, Taiwan...as well as another bill that would include a TikTok ban. Johnson met with the GOP conference this evening.

NEW: House votes to approve FISA surveillance authority for two years. Vote: 273-147. Supporters say the surveillance measure is needed to fight international terrorism. Opponents have argued its provisions extend U.S. spying powers too far. Now goes to the Senate.

House defeats FISA amendment from Rep. Andy Biggs on 212-212 vote. Members of both parties were divided on the amendment, which would have prohibited warrantless monitoring of Americans caught up in foreign intelligence gathering. Vote on overall bill to re-authorize FISA soon.

House approves rule to open the way for vote on extending FISA and Section 702, the intelligence act that’s divided GOP. Vote was 213-208. Republicans earlier this week blocked the bill. FISA expires April 19 without congressional approval.
