If the goal is to house children this works. If the goal is to educate children and make a positive impact on society in the future then society needs to do everything it can to train and retain certified teachers.

Seems responsible to protect babies who are too young to be vaccinated and others who are immunocompromised. We do lots of things to keep others safe and this one seems prudent to me.
