This is just a lie. Barnett consequentials are not tied to specific departmental budgets. The Scottish govt can spend as much on the NHS as it chooses to. And public spending is much higher, per capita, in Scotland than England. It is already equal to 50% of GDP.

Big story of today's PISA results is just how much results in the Scottish education system have declined over past 15 years or so. That is a big drop.

Wales and NI also look poor relative to England. Though as I continually remind people: Scotland is rich, Wales and NI are not
