For emergency preparedness, I don't recommend relying on internet-based radio or even repeaters.

If the internet goes down, there will be no Echolink.
If the power grid goes down, there will be very few repeaters operating.

Simplex is the most reliable mode.

The range of a handheld radio is dependent on:
1) The antenna and,
2) What is between you and the listening station.

With a whip antenna in a suburban environment, a 5 watt handheld radio may transmit 2 or 3 miles.

For less than 50 miles, I suggest finding out if there is a publicly accessible GMRS repeater near you. If so, you might be able to use it to communicate up to 50 miles.
