The lack of serious day-after planning for Gaza may be a deliberate strategy by Netanyahu. Perhaps the goal all along has been a weakened Hamas that can't do another 10/7 attack but is useful enough in a destroyed Gaza to prevent Palestinian statehood & unity with the West Bank.
