Okay-

1. Give the rune a channel again.
2. Make it require a champion in sight to activate (point and click)
3. Rune gives you movement speed ONLY towards that target.
4. Enemy champion knows they're marked entire time.
5. Full damage awarded if you hit that champ.

Done.
