Yes, historically the effectiveness criteria for US missile defense systems have varied considerably. Buried deep in the archives I found the effectiveness criteria for a first phase strategic defense system (1989). Comprehensive defense was never the goal.

I'm bumping into this question again - yes, you can make 'adversary believe that you can plausibly use [nuclear weapons].' But he can also make you believe that he can plausibly use nuclear weapons in response. How does your deterrence help you?
