From some of the responses to this, it seems people are oddly wedded to the idea that it is right and rational that publishers behave the way they do and that you can correct their behaviour by simply fixing the 'incentives'. The same magic market thinking that brought us APCs.

Perhaps it is because commercial publishers have so thoroughly captured much of the research process (and people's minds) that a dodgy paper is only seen as a journal's faulty product and not a researcher's professional misconduct
