Arjun Kumar Āsurā First time I have seen some with the same reason as I believe. Indians by and large are dirty and messy. Different cultures but most do not promote cleanliness. In fact, even household toilets are unkempt, and spreading dirt in public is a subconscious thing.

Āsurā Because at the individual level, Indians are not uncomfortable with filth around them. No point blaming govts etc.

Āsurā Complicated! Because at a basic level, we have been attuned to blaming everything on others while cleanliness starts with ourselves. At a subconscious level, we know that but refuse to acknowledge. Hence, wallow in dirt.
