My research on 1960s civil rights protests found that, on average, heavy-handed tactics by authorities against protesters helped to build sympathy for the activist’s cause.

A sobering counter example, though, is the polling following Kent State:

Polisci finds elite cues play major role shaping mass opinion. Dan Gillion’s book, The Loud Minority, suggests another pathway: protests also serve as an informative cue to members of allied coalition. So, even if overall opinion is mixed, watch opinion among Dems over time.

Importantly, though, not all protests are media-focused. Some have local targets and are effective by changing those local institutions (as example below shows)
