My brain really can't understand how you wouldn't want innocent people to stop being murdered, how is there any justification for the continuous murder/starvation/continuous displacement/barbaric abuse of people why is this still up for debate

so if a mass shooter hid in a hospital in America and the government bombed the entire hospital in order to kill them but also killed every innocent child, man and women in the hospital in process, everyone would say the response was correct and they would support them ?
