The bill, as I understand it, would require opt-in consent before transferring 'sensitive' data -- including web browsing data -- for targeted advertising.
It would also require companies to let consumers opt out of targeted ads based on non-sensitive data

Late Monday, the D.C. Circuit stayed FTC in-house proceeding against Meta & directed FTC to respond to Meta request for emergency stay by Thursday Meta to answer by Friday.

Order effectively maintains status quo given that USDJ Moss had already issued a stay until Friday.
