Many major city libraries allow residents from anywhere in the state to get a card, often an e-card online. Pratt Library in MD, NY Public Library and Brooklyn Public Library in NYS, Boston Public Library in MA, etc. Check out the big city libraries in your state and see if they'll give you an e-card.
Libby even lets you store multiple library cards at once so you can look up and borrow from more than one catalog at a time. I have cards with both Pratt Library and Baltimore County Public Library and use their e-book offerings a lot.
