Are national climate targets 'legally binding'? The governments--and high courts--of the UK and Germany say that they are.

I'm supposed to be writing, but this news is too big not to share. The Wall Street Journal reports that France will nationalize utility giant EDF, saying the step is necessary to manage the transition away from fossil fuels at a time of energy crisis. (84% of EDF already state-controlled)
