1.Young workers typically turn to community colleges to invest in skills when unemployment increases. But the onset of COVID was different. Enrollment at community colleges declined by 9.5 percent between 2019 and 2020, with the drop larger among men.

CC’s matter a lot, they can be engines for economic mobility. Understanding the recent enrollment decline and what it reveals about supply & demand of training is important for making good policy in this area.
