Both the Greenbelt and the Growth Plan were built on a grand bargain: Environmentally sensitive land would be set aside, but cities would densify to make sure every family could afford a home.

Ontario did the first, but reneged on the second.

A couple years ago, we wrote a report called “Forecast for Failure” which was all about how the GTA refused to densify after the creation of the Greenbelt, which led to massive sprawl as families “leapfrogged” past the belt into SW Ontario.
