Cornwall Council is exploring a 'cost-cutting exercise' that may involve the transfer of ownership or sale of 2,000 assets - including chapels, green spaces, beaches and car parking. In Orwellian fashion it has dubbed it a 'Decentralisation Plan'. That's one way of looking at it.
