Unanimously, violation of Art. 6(1) of the Convention.

... andn Switzerland failed to meet its own GHG reductions targets. It exceeded its margin of appreciation and failed to comply with its positive obligations under Art. 8 ECHR. by 16-1, the victim status issue under Art. 6 is joined to the merits too.

States have an obligation to adopt measures to mitigate climate change. there were 'critical lacunae' in the Swiss process of putting in place a regulartory framework: failure to quantify, through a carbon budget or otherwise, national GHG emissions limitations...

Unanimously, the court holds that it's not necessary to examine the applicability of Art. 2 ECHR. 16-1: there's a violation of Article 8 ECHR!!!!!!!

The Court by 16-1 joined victim status to the merits of the case!! Does this mean it's admissible? by 16-1, they allows the applicant organization's locus standi! Its complaint is for Art. 8 alone, though. The government's objection to this is dismissed.

Climate change requires policy action, and action from states. There's been an evolution of scientific evidence and legal standards, including in the context of climate change, and environmental degradation can have serious adverse effects on human rights.
