As I say in the piece, those of us engaged in this enterprise owe it to people affected by policies and served by programs, people working hard to implement them, and the taxpaying public to dig deep into what works and direct resources in accordance with what we learn.

My piece (vitalcitynyc.org/articles/the-a…) focuses on the evolution of research on early childhood care and education interventions, and how the process of evidence-building to inform policy can be painstaking. But, these Qs are too important to leave to our best guesses of what works.
